So Paul was reformed inwardly and instead of killing ‘for God’, he was then prepared to die for the kingdom. So the reforms happen within individuals who are willing to obey the Spirit and this obedience to the Spirit is the reforming. Paul was no longer doing things he thought were for God; Instead he was obeying the Spirit and really doing God’s will on earth as it is in heaven. Paul was then sent to preach to the gentiles and more and more people received the Spirit and were reformed inwardly by that sane Spirit. So these reforms are not a one time event but an individual one.
